BE-TO Osijek

High-efficiency cogeneration (combined heat + power) on forest biomass fuel, secured via long-term supply contracts. Primary purpose is technological steam for industrial consumers plus district heating for the city of Osijek. Sited next to the existing TE-TO Osijek plant. Has povlašteni proizvođač (privileged/subsidised producer) status with a guaranteed feed-in tariff for 14 years, per Croatia's Ordinance on privileged electricity producer status -- unlike VE Korlat, which explicitly does not. Built 2017, use permit obtained 2018. Build cost (BuildCostEur) left blank -- HEP only publishes a combined EUR 35M figure for both BE-TO Osijek + BE-TO Sisak together, never split per plant, so a per-plant number here would be a fabricated 50/50 guess.
